The course provides clinicians, educators, students, and administrators with a brief overview of a rehabilitation focused measurement framework before examining applied examples of the step-by-step critical appraisal process. Participants appraise (a) their measurement needs and preferences within their unique practice setting, (b) their measurement context, (c) the construct(s) related to their purpose (d) appraise strengths and limitations of candidate instruments, and (e) weigh consequences arising from decision-making. In addition to clinical decision-making, participants examine facets of measurement for administrative and regulatory requirements and patient goal setting. In the second half of the course, participants break into small working groups to apply measurement concepts by using the appraisal procedure for one measurement issue within their practice. Course participants will leave with a measurement toolkit designed to replicate the appraisal procedure to address future measurement decisions (e.g., selection and application of assessments) in their practice setting.

Learning Objectives:

• Discuss the relevance and importance of the purpose of measurement to decision-making and planning.
• Discuss the concept of measurement validity as it relates to the construct of interest, the instrument, the patient(s), their scores, and decisions resulting from measurement.
• Search for and appraise instruments for available evidence for content, structural, comparative, and consequential evidence for a specified measurement context.
• Apply a step-by-step process to critically appraise the needs and preferences for measurement to support clinical, administrative, and patient-centered decision-making.
• Discuss the relevance and importance of the purpose of measurement to decision-making and planning.
